Truman thought that countries that suffered from poverty were at risk of communist takeover, this included many European countries as they suffered after WW2.
Marshall aid was the financial support that America gave to Europe from 1948 and 1952. Over this 4 year period, $13 billion dollars was given to the 16 European countries that accepted Marshall aid. It provided money, machinery, food and equipment.
In return, the countries had to buy American goods and allow American investment in their industries. Europe became a very good trading partner for America.

Stalin banned his Satellite States from taking Marshall aid and instead set up COMINFORM. He thought that Marshall aid was the US trying to weaken Europe and make them dependent on the dollar. This would put Europe under American (and therefore capitalist) control.
