This, following the injustices of the Sugar Act and the Stamp Act, was a congress that, after James Otis came up with the idea, met in New York from October 7 to October 25 of 1765. However, only nine of the thirteen colonies sent representatives, leaving out New Hampshire, Virginia, North Carolina, and Georgia. The Congress was also very divided, and in the end all they came up with were the Stamp Act Resolves, which merely argued against the morals of the taxing, not the taxing itself. These resolves rang the iconic cry “No taxation without representation”, and nearly every colonial legislature supported the resolves. However, the boycotting taking place in nearly every colony did more to get Parliament’s attention. The more significant part of the Congress was that it was a respectful exchange of ideas between the colonists, showing the possible effectiveness of Congressional meetings, which would later be highly significant.
