It was signed by William III and Mary II who were both co-rulers of England after King James II was overthrown. The Bill of Rights gave Parliament more power over government, ultimately putting more power into the people's hands. It also included a list of wrongs that the King had committed and a outline of specific freedoms, which can be seen in the American Bill of Rights.
