WWT was formed by the UDC, Federation, and Commonwealth. The organization's goal was to provide a technology pool for countries around the world still rebuilding from the left overs from The Collapse. The organization was open to all countries to promote peace and to prevent hostile countries from resorting to violence to acquire much needed tech.

However there were secret deals within WWT as it was not a perfect organization and was slightly biased. However the organization pushed technological development into a new era.
