Mandates the construction of more than 700 miles of double reinforced fence to be built along the border with Mexico, through areas of California, Arizona, New Mexico, and Texas that may be experiencing illegal drug trafficking and immigration. Authorizes other increases in border security. (Change: immigration laws aimed at keeping Latin American immigrants and drugs out)
