Up until 1969, those serving their drafts consisted of primarily the poor, working class, or middle class. This caused massive public outrage, causing the implementation of a new 'equal' draft picked based on birthday. Most 19-21 year-olds refuse to go (200,000) because they are required to fight in wars, but aren't allowed to vote.
