Part of the Navigation Acts, it was a law that loosened restrictions around the whaling industry to promote England's presence in that field. English whaling ships could have up to 50% foreigners, and would not have to pay duties for the next ten years. It opened trade for the Eastland Company, a chartered monopoly designed to trade with Eastern European countries, with Sweden, Norway, and Denmark. If ships had not obtained the necessary bond to ship goods to England, they had to pay duties upon departure from the colonies.
