Under the argument that addicts would bounce from one drug to another if impeded, Federal Bureau of Narcotics Commissioner Harry Anslinger tried to push for all potentially addictive substances to be illegalized, restricted, and otherwise made unavailable to the general public. Though the opposition to the movement insisted that substances like marijuana had medical utility and lower chances of physical dependency, the claims fell on deaf ears. As a result, the Marijuana Tax Act came into effect thanks to Congress, making private sale and possession of pot illegal, and extensively taxing medical marijuana while simultaneously burying it under so much red tape and documentation, it was nigh impossible to receive. Additionally, a failure to pay said taxes would lead to up to a $2,000 fine, 5 years in prison, or both at the same time. As collateral damage, hemp fell out of favor by virtue of its restrictions on import and production, making it too expensive to bother with despite being a millennia-old resource.
