John Locke was an English philosopher that had some views that make sense but were not considered prior to him. He basically thought that governments formed in the remote past when people decided to work together, form civil society, and appoint rulers to protect and promote their common interests. The primary thing he believed in that scared rulers was that if subjects withdrew their consent, then they should be able to replace the ruler. His thoughts specifically relocated sovereignty and the goals of many rulers. (4.2)
