Medicare and Medicaid were signed into law by Lyndon B. Johnson. Original Medicare included Part A (Hospital Insurance) and Part B (Medical Insurance). Since then more people have become eligible to receive Medicaid and Medicare benefits. Individual states are able to tailor their Medicaid programs to best serve the people of their state.
