Franklin Delano Roosevelt announced in 1937 that he wanted to expand the U.S. Supreme Court from nine judges to fifteen in order to make it more efficient. Many believed, however, that he was trying to “pack” the Supreme Court to minimize the ruling power of the judges who opposed his New Deal. It was controversial in that it exerted power over the judicial branch and evaded checks and balances.
