In March 1919, the government of India attempted to monitor their residents’ liberty of speech and rally. As a result, they passed the Rowlatt Act even though the majority of elected Indian members were opposed to this bills. The purpose of the act was to extend the authorities of the government to detain anyone who they suspected would do harm to the society. What’s more, the acts permitted the police to put their suspects in jails without trials.
On hearing the discussions among the legislators, Gandhi realized that these officials only considered their own interests instead of the good of the public and putting themselves into the locals’ shoes. Gandhi commented, "You can wake a man only if he is really asleep; no effort that you may make ... merely pretending sleep." (quoted from The Story of My Experiment with Truth. Gandhi, Mahatma) He believed that a responsible government would never pass a regulation to oppress their citizens’ rights.
Gandhi made this remark when his opposition to the Rowlatt Bills were ignored repeatedly by imperial government. Therefore, he determined to deploy non-violent protests to lead India for independence.
From Gandhi’s comment on the Rowlatt Act, it cannot be inferred what Gandhi expected from the government to develop India.
