In 1932 Andrew Jackson was president and congress enacted a tariff on the state of South Carolina that the South Carolina legislature though was unfair. The legislature then passed a Doctrine of Nullification that was a rejection of the tariff. This doctrine essentially asserted that states were their own independent entities that could reject federal laws whenever they wanted. Jackson and congress then passed the Force Bill, stating that, contrary to what South Carolina though, a state was not separate from the union. In the end, South Carolina and congress compromised and lowered the tariff and repealed the nullification. However the issue of nullification the union would soon become a problem again before the civil war.
