Roy Casteneda filed suit against the Raymondville Independent School District asserting his children were being segregated based on ethnicity and not receiving appropriate English language instruction. Initially the courts ruled in favor of the school district. On appeal, the courts ruled in favor of Castaneda and established a 3-prong system for testing a districts adhesion to EEOA 1974.
