The Federalists continued to attempt to regain power in congress and created the warhawks, who aimed to eliminate the threat of the Indians to frontier settlers. The embargo also failed to change the British and French policies and congress ended up declaring war which in turn divided the nation. Tecumsah and the Prophet were gaining a following at the time which rose tensions and scared congress. Key Concept 4.3.11
