The Voting Rights Act of 1970 is an amendment to the Voting Right Act of 1965. Two new provisions were added: 1.) consistent rules for absentee voting and voter registration were created, 2.) banned states from using their own residency requirements for voting qualifications.

5. One major cause
The special provisions of the Voting Rights Act of 1965 were set to expire in 1970. Because of this, Congress began holding hearings about whether the act should be amended and the special provisions authorized again.

6. One major effect
The Voting Rights Act was extended for another five years. Because of this, Congress would have to go through the same process again in five years time.
