From 1949 to 1978, Mao caused the population of China to double to almost a billion people. A group of technocrats led by Song Jian pushed Deng to pass the one-child policy, the only exception in the countryside if the first child was a girl. The policy was enacted to keep China’s population under 1.2 billion by 2000.
