In multiple cases in Kansas, South Carolina, Virginia, Delaware and D.C., African American students were unable to attend certain public schools because of laws which allow public schools to be segregated.

Many people disagreed with this decision. The Massive Resistance movement wanted to close the schools rather than desegregating them. Others, such as John Ben Shepperd, wanted to generate legal obstacles to desegregation.
