British code breakers found messages in a secret letter written by Arthur Zimmermann to Heinrich Von Eckardt. The note stated that if a neutral United States sided with the Allies in the war, then Von Eckardt would offer Mexico's president to secretly allience and the Germans would support an attack from Mexico to the United States.
