Reauthorized ESEA and replaced Title VII, Bilingual Education Act, with Title III + Title I. Uses federal funds to hold schools accountable through high stakes testing. (Annual measurable achievement objectives (AMAOs) and adequate yearly progress (AYP)). Instituted consequences for the districts do not make sufficient progress in English acquisition of ELLs.

Bilingual Education Act is renamed the English Language Acquisition, Language Enhancement, and Academic Achievement Act. Signals a shift from bilingual education to a focus on English aquizition
