the passing of the 15th Amendment took place on February of 1869.
The 15th Amendment was ratified in 1870 and it guaranteed a person the right to vote despite their race which extended towards African Americans.
The cause of the passing of this amendment was to extend rights of citizens even more for African Americans so that they can be integrated into the American community and considered equal as an American.
The historical impact of the 15th Amendment was that not only did voting rights specifically extend to African Americans, but to any male who is a citizen of the United States as this amendment guarantees rights despite any race or color.
