Lincoln issued the Emancipation Proclamation which freed all slaves in any state that were rebelling against the Union, and allowed them to enlist into the army.

Causes
Lincoln wanted to free slaves in the Southern States as well as to give them the opportunity to join the Union Army.

Impact
Expanded the Union Army’s numbers by a lot.
