Lau v. Nichols prompted the creation of the Equal Educational Opportunity Act (EEOA). English learners were covered under the provisions that there should be no discrimination of students based on race, ethnicity, religion, language, disabilities, etc... EEOA highlighted the importance of schools to mitigate language barriers to meeting the needs of English language learners. .
