 Title III allotted funding for schools that show progress in Educating English language learners (ELLs). Title III is a byproduct of No Child Left Behind (NCLB). It focused on English instruction, as well as, mastering English and academic content.                                                                 
ELLs were expected to meet Annual Yearly Progress (AYP) based on state common core standards and assessments.                                       Title III deregulates bilingual and multicultural education of ELLs. Instead, ELLS are held to the same demanding academic content standards. Title III only stipulates that ELLs must receive effective instruction for limited English proficients (LEPs)
