Also known as the Albany Congress, it was a group of representatives from several of the British colonies (Connecticut, Maryland, Massachusetts, New Hampshire, New York, Pennsylvania, and Rhode Island) to discuss better relations with the Iroquois and military action against France and its allies. The South could not be persuaded to join, as the threat from the French and Iroquois were mostly around the Ohio River Valley, where the Middle Colonies and New England were. It marked the first time different British colonies had met together to discuss some form of union, as previously they were almost entirely politically segregated (outside of uniform laws and declarations from the mother country). Franklin created the "Join, or Die" snake cartoon to convey the danger presented by the French. Much of the conference was spent discussing Benjamin Franklin's Plan of Union, a union of all British colonies with a royally appointed president, sporting legislative powers and jurisdiction over Native American policies. It was rejected by both the colonial legislature and the Colonial Office.
