What:
The Statute of Westminster was a British law granting Canada's Parliament and the other Commonwealth Dominion full legal freedom, not including the areas where they choose to remain subordinate to Britain.

Why:
Canada and the other dominions wanted more autonomy from Britain after the sacrifices they had made in World War 1.

How:
Canada started becoming more independent when Prime Minister King refused assistance from the British occupation forces in Turkey with being approved by the Parliament and also when the Halibut Treaty was signed without Britain's presence. Prime Minister King also made plans to create a Canadian embassy in Washington, DC without Britain involved.

This is significant because this was when Canada legally became independent from Britain; it was Canada's declaration of independence. It was a joyous occasion for Canada and the other Commonwealth Dominions. Even thought Canada was granted self-government in 1867, Canada did not get full autonomy until the Statute of Westminster was passed.
