Treaty between NATO and the Warsaw Pact to freeze the number of ICMBs at the current number, and only allow for more after other types of missiles had been dismantled.

The Cold War Concept that this event matches to is detente. This is because the larger number of ICMB's existed, the more damage would be caused if conflicts reached a breaking point. It would also encourage both powers to be more conservative with their nuclear arsenals.
