"The competitive component, known as Phase 1A, includes competitive FY15-FY19 launch service procurements for launches in the FY18-FY22 timeframe to allow new EELV providers to on-ramp into the program. This acquisition strategy fosters competition while maintaining focus on mission success in meeting NSS manifest requirements. Phase 1A is the first iteration of competitively procured launch services. "
