This meant that it became very difficult for the Southern states to remain well-supplied ("The U.S. Civil War 1861-1865", 1996).

"The Confederates countered by withholding exports, confident that an England starved of cotton would eventually come in on the side of the South" (Ward, Burns & Burns, 1990, p. 52).
