Fear arose in Americans that communism and socialism was going to overrun the government and its people. This act lowered the quota of immigrants from south-eastern Europe, a primarily communistic region, and boosted immigration from north-western Europe. It defined immigrants as “old” and “new” immigrants, with old ones coming from countries like France, while new immigrants were Russian or Jewish.
