- taxation came solemnly from the Third estate so Necker Proposed to tax the other estates so that the deficit was covered.
- refusal of the decrease in taxation avoidance by the nobility and clergy so Necker is dismissed
- However new land tax is proposed which forces the nobility and clergy to contribute in taxation
