Robert L. Doughton (pictured), a North Carolina representative for 42 consecutive years, introduced this legislation to the house on April 14th, 1937. He introduced this legislation, because it had been drafted by Harry Anslinger, head of the Federal Bureau of Narcotics (FBN). In the 1930's, the FBN had been getting more reports of people smoking cannabis. The purpose of the law was to curb drug use, by banning the addictive substance. Some argue that the purpose of the law was to reduce the size of the hemp industry, after it was discovered that using hemp was a cheaper alternative to the paper pulp used in the newspaper industry. The purpose of the act was to impose a tax on the dealing and transferring of marijuana, essentially making it illegal, excluding medicinal and industrial uses.
