Tax farmers (the people who take care of taxes) had the ability to raise taxes way higher than what they were asked to. People such as the clergy and nobles weren't required to pay any tax leaving the peasants poor and had no say in any of this. Not to mention the fact that France was in debt due to helping America during its revolution.
