The representatives of the Third Estate (the commoners) found themselves to be locked out of their usual meeting hall in Versailles. As a result, they interpreted this as an act of the King to reduce their power in the General Estate. Thus, they moved to a nearby tennis court and swore an oath to keep meeting there whenever possible until a new constitution had been formed.
