After the American Civil War, the large and well-trained American army had no battles to fight and could have easily dominated the colonies in British North America where its borders were not well defended. This fear of annexation grew when in 1866 Massachusetts Congressman Nathaniel Banks introduced an Annexation bill in the United States Congress. The bill did not pass. But the threat of annexation by the United States had been steadily increasing since 1859.
"Be it enacted by the Senate and House of Representatives of the United States of America... that from the date thereof, the States of Nova Scotia, New Brunswick, Canada East, Canada West and the Territories of Selkirk [Red River area], Saskatchewan and [British] Columbia... are constituted and admitted as States and Territories of the the United States of America" - United States Annexation Bill
