45 CFR 46 Subpart A was revised and adopted by many U.S. departments and agencies that use human subjects in research as the Federal Policy for the Protection of Human Subjects or the “Common Rule” (hhs.gov). The Department of Veterans Affairs enacted this rule as 38 CFR 16. The policy is currently shared by seventeen federal departments and agencies (ors.umkc.edu). This led to rules surrounding the formation and use of Institutional Review Boards to become widespread among government-funded research programs. Some agencies have adopted other subparts as well.
