In this conference, United States, Japan, China, France, Britain, Italy, Belgium, Netherlands, and Portugal established the number of naval forces they could have. Great Britain and United States had the right to the higher number of naval weapons. Also, Shidehara Kijuro, who was the representative of Japan and the first minister of the country mentioned, appeared in the Time magazine, showing power and that they were backed up by the US.
