Bell Pottinger won a contract with Bahrain’s Economic Development Board in 2009. The brief was to attract investment to the country and promote it as a business-friendly haven. Bahrain Watch says the brief was “believed to be worth a seven-figure sum in pounds annually”.

The Bahrain office was headed by former Tory PR man Matthew Gunther-Bushell.

In his interview, Bell said: "Amongst the clients we had was the Economic Development Board of Bahrain, which was a classic economic development situation were we promoted Bahrainian products and Bahrainian opportunities."

"I think I got the Economic Development Board as a gesture of thanks [for the Hawar Islands advice]. I had to submit for it. We did a proposal for five years and it lasted fifteen years. It was still going when Bell Pottinger collapsed. Paying us a lot of money. We ran ads all over the world. They're running them now..."Business is good in Bahrain"..that sort of message. Encouraging people to locate in Bahrain rather than Dubai."
