Marijuana usage was typically associated with Mexican immigrants and it was thought to make the user incredibly pugnacious and reckless. When these "effects" of marijuana were published in newspapers, lawmakers responded with legislation. The Marihuana Tax Act had three provisions:
-"a requirement that all manufacturers, dealers, and practitioners register and pay a special occupational tax" (Goode, 49).
-"a requirement that all transactions be accomplished through use of written order forms" (Goode, 49)
-"the imposition of a tax on all transfers in the amount of $1/per ounce for transfer to the registered persons and a prohibitive $100/ounce for the transfer to unregistered persons" (Goode, 49)
