Representatives from several British colonies (not nearly all) meet at a congress at Albany; provides for an intercolonial government and a system for recruiting troops and collecting taxes for the colonies' common defense (spearheaded by Benjamin Franklin); colonists can't ever really agree on the terms, so nothing really happens, but the Plan sets a precedent for a later, more revolutionary congress
