Kaiser Karl, under pressure by the continuingly crumbling homefront and continually swelling spirit of revolution, issues the "Völkermanifest", promising national self-determination within the Empire once the war is won, placating Austria's numbrous ethnical minorities. Even though the manifesto did not pose any demands to Hungary, self-determination of a Croat state was agreed upon by both sides of the Dual Monarchy by the end of October, resulting in the Kingdom of Croatia achieving the same status as Hungary.
