The Campaign of 1916 couldn't have been closer. The key issues of the campaign were the economy and intervention in Mexico. Wilson defended himself against many accusations, including Hughes's charge that the nation would be better off without the heavy regulations of the Wilson government and that Wilson was looking for war with Mexico. The turning point though was when Governor Hiram Johnson denounced Wilson and in effect gave his support to Hughes, with that Hughes just barely won the state of California and won the election.
Hughes had to unify a divided Republican Party if he wished to actually do anything with the office and so formed a series of backroom deals. The most important of which soon became promising the noted imperialist and militarist Elihu Root the position of Secretary of State so as to secure the more conservative wing of the party. This nomination soon, in a twist of irony, led to exactly what Hughes had campaigned against, a long and intensive Mexican Intervention.
