The Strategic Arms Reduction Treaty was proposed by Ronald Reagan to the Soviet Union. It proposed a reduction in strategic forces and commenced decade-long negotiations between the two superpowers. It provided deterrence and removed a vast majority of nuclear weapons . The Cold War could finally come to an end.
