This act gave African Americans public rights as well as constitutional and the other civil rights. Some of these would include equal treatment in jury, public transportation, and other public places. During this time, all the southern states had joined the union and were not so pleased with all these new changes brought forth. The southern economy was also doing very bad, so they needed the support from the North to balance out again, even though the northern states thought that they should, “punish the South for the war” with all the new rights and liberties the African americans were getting.
