With the Marshall Plan, the United States gave $13 billion dollars in aid to Western Europe. They were attempting to encourage the recovery and economic growth of these countries. The Soviet Union prevented Poland and Czechoslovakia from participating. This led to the forming of NATO as the United States looked for security from other nations in this time of unrest.
