American factories were new and couldn't compete with prices of European factories. The Tariff of 1816 was the first protective tariff implemented by the government. Its goal was to make American and foreign manufactured goods comparable in price to persuade Americans to buy American products. It helped lead to the civil war, because Northern special interest groups used these protective tariffs to utilize the South for their own benefit. Finally in 1861, the abuse of those import duties started the Civil War
