Both Federal and local governments are stakeholders because they make the laws and regulations that would control AI. The Federal Government's viewpoint in the form of Congress passing laws has not made any progress, with worker unions lobbying against and tech companies lobbying for the development of AI. On the state level, many state governments have been working to pass laws to allow development of self-driving cars, hoping to bring tech companies and their taxes with them.
