Henry Stimson (US secratery of state) published a note that stated that the US does not recognise any treaty agreement between Japan and China that would change the policy which guaranteed free trade for the US and would not recognize the state of Manchukuo.

Britain rejected this doctrine because Japan promised open trade in Manchukuo
