Frames internet access via fiberoptics as the next interstate highway system. It also introduces the Federal “Digital Literacy Corps”, a government work force of high schoolers and college students to train others in using PCs and the internet. It also introduces the "NetStart" Grants for startups working on online services, communication tools, or educational software.
