President Jimmy Carter negotiated the Torrijos-Carter Treaties, a pair of agreements that transferred control of the Panama Canal from the United States to Panama. These treaties, signed in 1977 and ratified by the U.S. Senate in 1978, included a Neutrality Treaty guaranteeing the canal's neutrality and the United States' right to defend it, and a Panama Canal Treaty which officially transferred control to Panama on December 31, 1999
